| 摘 要： | 协商民主的科学涵义赋予其丰富的特征,使其在运行中能够改善基层群众自治中因选举民主一马当先而导致的最能体现自治本质的公众协商性参与严重不足的现实。协商民主完善中国基层群众自治的可能性源于三方面的偶合,即与执政的中国共产党的群众路线相偶合,与政治协商传统相偶合,与民主集中制相偶合。基于此,协商民主在完善中国基层群众自治中可以大有作为。协商民主能够提升基层社会及其民众的公共理性,能够规范群众有序政治参与的制度安排,能够逐步培育出健康成熟的公民社会,能够完善公共权威在基层治理中发挥作用的路径。

| Abstract: | The scientific implication of consultative democracy imparts itself rich features to offer remedy for the inadequate public participation in the operation of grassroots democratic self-governance.Consultative democracy can improve grassroots self-governance in China due to three aspects of the compatibility with the ruling Chinese Communist Party’s mass line,with the tradition of political consultation and with the democratic centralism.Based on this,consultative democracy can play an important role in improving grassroots self-governance in China such as to enhance the public reason,standardize the system of public political participation,gradually cultivate a healthy and mature civil society and to improve public authority’s role played in the grassroots administration. |
