| 摘 要： | 公益性技术的发展对创新型国家的建设具有重大意义,属于政府财政职能范畴.在政府科技财政实践中,关键难点就是如何构建一个科学、实用的公益性技术筛选模型.利用以往有关定性研究成果,构建了公益性技术筛选模型--筛选指标体系、定量评价方法、福利效用指数,然后将筛选模型和专家库技术有效结合起来,通过同行评议渠道收集评价数据,最终达到从海量的技术成果中筛选出满足经济社会公共需求的公益性技术的目的.

| Abstract: | The development of nonprofit technology is of great significance to build an innovation-oriented country,which is a financial function of the Government.In financial technology practice,the key difficulty is how to build a scientific and practical a screening model of the nonprofit technology.By using the previous results of qualitative research in the paper,the Screening Model of nonprofit technology set up,which includes Screen indicator system,quantitative evaluation methods,benefits utility index.Then,by applying the expert technology to the model,and collecting the evaluation data through peer review,the purpose of screening the nonprofit technology from the ultimate achievements is got,which meet the economic and social needs of the public welfare.The research results of this paper are an important value on the promotion of the development of China's nonprofit technology. |
