中国信息化发展的地区差距及其动态演进

摘    要:基于中国大陆31个省份2000~2013年的相关数据,采用Moran's I指数、Dagum基尼系数和Kernel密度估计法,对中国信息化发展的空间不平衡性、地区差距及动态演进趋势进行实证考察.结果表明:中国信息化发展呈现明显的空间非均衡特征,东部沿海地区信息化水平最高,西南和西北地区相对落后;样本考察期内我国信息化发展指数的地区差距呈上下波动的不稳定态势,但总体上趋于下降.互联网与移动电话普及率的地区差距均呈显著下降趋势,总体差距逐年缩小.地区间差距是总体差距的主要来源,地区内差距相对稳定,超变密度贡献不断增大;Kernel密度估计显示,中国信息化发展水平逐步提高,两极(多极)分化现象明显减弱,整体分布渐趋缓和,发展成效显著.

Abstract:Based on the relevant data of 31 provinces in China from 2000 to 2013, this paper uses the methods of Moran's I index, Dagum Gini coefficient and Kernel density estimation to empirically analyze the spatial imbalance, regional disparity and dynamic evolution of Chinese informatization development.The results suggest that: Chinese informatization development shows obvious spatial imbalance, where the informatization level of the eastern coastal area is the highest, the southwest and northwest regions are relatively behind.In the sample inspection period, the regional disparity of Chinese informatization development index fluctuates, but wholly declines.The regional gap of the Internet and mobile phone penetration rate significantly declines and is becoming smaller annually.The gap between regions is the main source of the overall gap.The gap in the region is relatively stable and makes more contribution to the super variable density.Kernel density estimation shows that the informatization level in China gradually raises and pole (multipole) differentiation phenomenon obviously weakens, so that the overall distribution gradually eases and the development is really remarkable.
