| 摘 要： | 教育投入的外部性在人力资本流动下表现为溢出效应,教育溢出在人力资本输出地表现为外溢效应,在人力资本输入地表现为内溢效应。利用1998-2009年的省级面板数据,通过建立分布滞后模型实证分析教育溢出对公共教育投资产生的影响,结果表明,教育外溢对公共教育投资产生负向影响,教育内溢对公共教育投资产生正向影响。教育溢出使欠发达地区投资教育的动机不足,扩大了与发达地区之间的投入差距。因此,应积极探索建立与人力资本流动相联系的地区间教育转移支付制度,促进教育均衡发展。

| Abstract: | It is spillover effect that externality of educational expenditures shows under the human capital flows,that in human capital output area,the educational spillover shows the outside overflow,but in human capital input area,it shows the internal runoff.Using provincial panel data from 1998 to 2009,this paper analyzes the influence of educational spillover on the investment of public education and makes an empirical test with the help of the distribution-lag model.The result indicates that the educational outside overflow has a negative effect on public educational investment,while the educational internal runoff has a positive effect.Undeveloped area has low level of motivation for educational investment because of educational spillover,which leads to expand the educational gap on investment between it and developed area.Therefore,it is necessary to establish education transfer payment system between the areas,which is associated with human capital flows,promotes the balanced development of education. |
