| 摘 要： | 提高办学效益，既要靠解放思想、深化改革，也要靠加强和改善内部管理来实现。教育成本管理是高校管理工作的重要环节，对高校的建设、发展和提高办学效益起着举足轻重的作用，为适应市场经济的发展和高等教育改革的需要，高校必须构建合理的成本管理机制；建立以财务管理为中心，教务管理、科研管理、人事管理并行的成本管理体系，降低办学成本，提高办学效益。

| Abstract: | In order to increase the benefit of a school, we will not only depend on emancipating our ideas and deepening the reform, but also on enforcing and improving the interior management. The management of education capitals is the important link in the administration of a school; it plays a decisive role in the construction, development and benefit. In order to adapt the need of the development market economy and the reform of higher education, colleges will establish a sound capital managing system. The financial management will be the center, and the management of teaching, scientific research and personnel will be equally stressed in this system. |
