| 摘 要： | 我国城市高能耗、高排放、高污染的粗放型发展模式已难以为继,必须在技术、能源、产业和社会方面向低碳化转型。向低碳转型是我国城市经济发展模式、能源消费方式和生活方式的一次新变革。制度创新是促进我国城市向低碳化转型的关键。我国必须进行非正式制度创新,即对价值观和发展理念进行创新;要选择政府干预和市场调节相结合的正式制度;要协同正式制度创新和非正式制度创新,创新城市治理和经济发展模式。

| Abstract: | The extensive development mode of Chinese cities is characterized by high energy consumption, high emission, serious pollution, which is unsustainable. The transformation to low-carbon technology, energy, industries and society is the only direction of the development mode of Chinese cities. Turning to low-carbon direction is a new reform in terms of economic development mode, energy consumption style and life style in Chinese cities. The institutional innovation is the key for the transformation to low-carbon cities. The informal institution ,namely the values and development philosophy, should be changed. The formal institution combining government intervention and market mechanism should be adopted. The formal and informal institutional innovations should be coordinated so that innovations will be carried out in city management and economic development modes. |
