| 摘 要： | 目前,远程教育公共服务体系已经发展到一定规模,而依托远程教育公共服务体系开展非学历社会服务尚处于起步阶段。本文就大力发展非学历教育的缘由,制约非学历教育发展存在的问题和学历教育与非学历教育互通等方面,进行了探索和研究。
