摘    要:学位授予是学术资源分配的一种具体形式。学位授予权的本质是学术权力,但同时具有学术权力和行政权力的双重属性。在学位授予过程中,行政权力和学术权力有其各自行使边界。学术权力的行使主要存在于答辩的过程及院级学位委员会对其学术评价进行审查的过程中;而行政权力则是在申请人资格审查及校级、院级学位委员会对学位授予进行程序性审查时发挥其应有的效用。但在实际运行中却存在着权力失范的现象。规范权力的行使需要完善学位制度设计,公开学术评价内容。

Abstract:The Degree-granting is a specific form of academic resource allocation. The essence of it is academic power, but also has the dual attributes of academic and executive power. In the process of the Degree-granting, the executive power and academic power have their own boundary; the exercise of academic power mainly exists in the process of college degree and the review committee of the academic evaluation. And the administrative power has played the deserved role in the applicant qualification review and degree granting procedural review of university and college academic degrees committee. But the anomic phenomenon of the power exists in the actual operation. The exercise of authority standard needs to improve the degree of system design, open the academic evaluation content.
