| 摘 要： | 人性化的理念最根本的核心是“以人为本”的思想和观念。要真正在社会生活中贯彻和执行人性化的理念，主要体现在两个方面：一是国家政策、法规的制定和各级政府及行业制定的条令和标准；二是在设计领域里的无障碍设计。而最关键的是，要真正体现“以人为本”的思想，必须明确“以人为本”中的“人”的社会属性和层面。这个“人”是代表广大的普通老百姓，代表着弱势群体。只有本着为这些人服务的宗旨，才能真正做到人性化。所以从这个意义上讲，人性化的观念就是要体现平民化的思想，只有本着平民化的思想制定政策、法规、条令和行业的服务标准，着手社会生活的设计，才能真正做到人性化，真正体现出“以人为本”的精髓。今天我们以这样的观念再审视一些政策、法规、条令和行业的服务标准及设计，就会发现问题产生的根源。

| Abstract: | The fundamental concept of humanization is people oriented or people foremost. Enforcement of humanization is mainly in two aspects ： The One is law and government policy, the other is non - barrier design in architecture. In order to realize people foremost, the definition of people must be clear in both social attribution and surface. Here people are defined as general mass, more specifically disadvantaged groups. Humanization means to server those people. So humanization can be realized in the idea of plebeianization. Only by following laws, government policies and service standards based on humanization, design activity in social practice can we achieve personalization and people oriented or people foremost. From this point of view to review laws, government policies and service standards, we can easily find the causes of problems. |
