| 摘 要： | 本文对公办高校迅猛扩展的作用及隐忧的问题作了分析；提出了公办高校与民办高校共同协调发展新格局的构想，即公办高校在部分本专科教育市场为民办高校“让一步”，使教育发展在整体上“进三步”的构想途径；阐述了提高民办高校办学水平的有效措施是政策支持和监督管理；探讨了独立学院与民办高校也应该协调发展的问题。

| Abstract: | In the process of achieving higher education popularization, different choice as the main way to achieve higher education popularization leads different effect. This paper analyzed the effect public colleges brought from swift and violent expansion and its latent problems; pointed out visualization of establishing new situation of harmonious development between public colleges and universities run by the local people, which is that public colleges concede to colleges run by local people in partial academy and undergraduate education market so as to reach the visualization of three steps progress that education develop integrally; expatiated that the effect way for level improvement of colleges run by local people is policy support and supervision management; discussed harmonious development between local people run colleges and independent ones. |
