| 摘 要： | 对公用事业反垄断，经济学上通常有四种做法：制定反垄断法，政府管制、国有化、无所作为。本文认为应考虑到我国的实际情况对其加以运用，对公用事业引入竞争，但是如何引入竞争需要有新思路和新对策。我国的公用事业垄断有着特殊性，它同时具有行政垄断的特征，所以我国在反公用事业垄断时，也要反行政垄断。
