| 摘 要： | 退耕还林是改善生态环境的重大举措，也是直接增加农民收入的有效途径。对于退耕还林来说，首先要解决好农民的利益问题。本从土地承包经营权的视角出发，研究退耕还林过程中农民的基本权利，旨在理顺产权关系，使农民切实了解自己的利益，调动他们在生态建设中的积极性，使生态建设与经济发展齐头并进。

| Abstract: | Backing of cultivated land for woodland is a big measure of improving environment.And it is an effective way of enhancing the peasants' income.The ordinance is the beginning of ruling by law.The first thing of it is the right of peasants.In order to know the property right and the peasants' right,this these begin with the right of managing and contracting in field. |
