| 摘 要： | 西方盛行于20世纪70年代的公共服务民营化改革，在30多年的实践中之所以取得了令人瞩目的成绩，其主要原因之一就在于政府角色的恰当扮演和政府职能的正确履行。公共服务民营化改革对我国政府的职能提出了新的挑战，要求政府必须转变传统模式下的基本职能。本文依据公共利益理论、公共提供理论、自然垄断理论和有效竞争理论．提出在公共服务民营化改革中，政府主要扮演着设计者、规划者、安排者、培育者、生产者、决策者、立法者、监管者、竞争引入者等多种服务角色。
