| 摘 要： | 九品中正制始创于曹魏,沿用于两晋南北朝,至隋开皇年间才废除。创立此制的最初目的是以德、才衡量人物,量才授官,以期达到整理吏治,巩固封建政权的效果。随着时间的推移,其流弊逐渐显露,大致有以下数端:滥用职权,制度缺乏约束;徇私舞弊;脱离实际,品评无据;品评人物重家世、轻德才;品评含混,混淆通才与专才。九品中正制流弊的产生原因或为多方面的,然根源在于其基本属性,即它是一种"战时政策"。

| Abstract: | The Nine-rank System was founded in Wei Dynasty, Southern and Northern Dynasties, the system was not abolished until and continued to use throughout Two Jins and Kaihuang year in Sui Dynasty. At the begin- ning, the purpose of this system was to measure people in terms of virtue and talent, to empower a person by his talent, in order to achieve the consolidation of the feudal regime. As time went on, the drawbacks of this system gradually revealed, such as power abuse, lack of system constraints ; favoritism and irregularities ; divorced from re- ality, no criteria of evaluation; too much emphasis for extraction and neglecting the virtue and talent; ambiguity in evaluation, and confusion of generalist and specialist. There many causes of the drawback of the Nine-rank System, but the root lies in its basic attribute, it is a ＂wartime policy. ＂ |
