| 摘 要： | 目前河南省城镇建设投融资体制改革滞后，市政公用事业市场化进程缓慢，制约了城市基础设施建设的发展。因此应充分发挥市场配置资源的基础性作用，调动社会参与城市基础设施建设的积极性，努力推进投资主体多元化、投资方式多样化、项目实施市场化进程，加快河南省城市基础设施建设。

| Abstract: | At present, the construction of villages and towns has lags in the reforming, especially in financing and investment. The marketlization of public utility also has some tardiness. All of these restrict the development speed of elements construction. So we should exert the market function which can collocate the resource effective. And we also should find more investment principal parts and methods to speed up the element construction in Henan. |
