| 摘 要： | 有效竞争的决定变量是规模经济与竞争活力。政府管制是自然垄断产业实现有效竞争的必要条件，而管制成本应该是个外生变量；规模经济与竞争活力决定自然垄断产业的经济效率，而社会经济效率应该由企业经济效率与消费者利益共同决定；在自然垄断产业实现有效竞争，应区分具体产业中的自然垄断性业务和竞争性业务，实行区别对待的管制政策。

| Abstract: | The determinants of workable competition are economies of scale and competition. Government regulation is the requirement to realize the workable competition of natural monopoly industries, but the cost of regulation is exogenous. The efficiency of natural monopoly industries is determined by both economies of scale and competition; enterprise's efficiency and consumer's benefits are the determinants of the social efficiency. Once the operations of natural monopoly and competition have been distinguished, and the government can execute different regulation policies. |
