| 摘 要： | 美国西部大开发过程中，美国联邦政府起着突出的作用，这主要表现在四个方面：一是通过制定积极的土地政策来推进西部开发；二是实行富有成效的移民政策，为西部开发提供人力资源的保障；三是积极组织资金，加强资金投入，重视基础设施建设，为西部开发提供资金和交通保障；四是大力发展教育，重视科学研究及其在西部开发中的实际应用，并根据开发实际积极调整产业结构，推进西部开发的深入。对这一问题的探讨，一方面，可以加深对大区域经济开发中政府功能、地位重要性的认识；另一方面可以为我们当前正在进行的西部大开发政府作用的更好发挥起一定的启示作用。

| Abstract: | The Federal Govemment played an outstanding role in the course of the development of the Western area, which is reflected in: firstly it put forward an active land policy; secondly, it instituded a remarkable immigration policy, which ensured supply of manpower manpower to the development of the Westem area; thirdly, it took an active part in organizing capital, strengthening the capital input, attaching importance to the construction of infrastructure, which ensured the supply of capital and .communications to the development of the Westem area; and lastly, it devoted major efforts to developing education, attached importance to scientific scientific and its practical use in the development of the Western area, and it the worked hard at regulating its industrial structure and carried the development of the Western area a step forward, according to its developing cavity. On the one hand, through discussion, we can deepen the understanding of the importance of the government's role and its position in the development of economy in large areas. On the other hand, it can be a Certain reference for our government to play a better the in the current development of the Western area in our country. |
