Abstract:The universities human resourcee mainly constitute by the knowledge staff, have strongly to the work independency, are low to individual loyalty. Therefore it is necesary to reform and bring new ideas to the management of personnel resources. The managerial personnel should change their conceots and get rid of the traditional wrong ideas, enforces the reform, realization aspect the and so on management organization, control system, management culture comorehensive innovation.
