| 摘 要： | 现代政府首先是责任性政府,政府责任的核心是正确履行公共权力,政府公共权力的公共属性决定了其责任性不能随意流失。建设现代政府,需要深入研究的问题很多,其中如何从机制建设上防止政府公共权力的责任性流失,就是一个不可回避的现实问题。

| Abstract: | A modern government should first of all be a responsible government and the core of the responsibility of a government is to correctly exercise its public power,the public nature of which does not allow the loss of the responsibility.There are a lot of issues that need to be further discussed in the establishment of a modern government,among which the prevention of the loss of its public power is an inescapable one in reality. |
