| 摘 要： | 信息网络传播权力关乎图书馆的发展前途,是解决图书馆机制与知识产权制度间矛盾的突破口。信息网络传播权的本质就是公共借阅权问题。图书馆争取信息网络传播权的行为范式有:行为呼吁;寻求法律保护,如图书馆立法、归于合理使用等;协调知识传播与保护的关系等。通过协调关系,做到法定许可,是图书馆取得信息网络传播权的可行途径。
