| 摘 要： | 魏晋时期 ,由于长期战乱 ,百姓流离失所 ,辗转他乡。统治者竭心尽虑 ,采取种种措施预防流民产生 ,流民产生后又采用安抚、镇压两面手法 ,努力使流民重新安定在土地上 ,这些举措虽然有时在一定程度上纾缓了流民的悲惨命运 ,但其根本目的仍是为了维护自己的统治

| Abstract: | Throughout the weijin period, protracted war and its chaos forced thousands of people to wander about as refugees. Thus, the rulers racked their brains to prevent the emergence of refugees. After it turned out to be a failure, they played the double game. They appeased and appeased the refugees at the same time to stabile them. Although these measures somewhat alleviated the refugees' misery, its basic purpose was to defend their own rule. |
