| 摘 要： | 多源流分析框架是美国政策家约翰.W.金登提出的一种政策分析方法,他认为整个系统中存在着三股源流,即问题流、政策流和政治流,而＂政策之窗＂对三者起了耦合作用。推动1999年我国高等教育扩招政策出台的＂问题流＂主要是1997年亚洲金融危机,＂政策流＂是著名学者对发展高等教育的理论探索,＂政治流＂是我党对教育公平的关注,＂政策之窗＂便是金融危机的爆发以及汤敏夫妇的建议。扩招政策的出台促进了教育公平,推动了高等教育的发展,但是与之同时,也带来了一系列问题。各部门要采取有力措施,更加关注效益和质量。

| Abstract: | Multiple Streams analysis framework is a policy analysis put forward by John.W.Jin U.S.policy researcher,he considered that there are three original stream in the whole system,that is the problem stream,policy stream and political stream,and ＂the policy windows＂ played a role of coupling of the three.The ＂problem stream＂ to promote the enrollment of higher education policy in 1999 is mainly affected by the 1997 Asian financial crisis,＂the policy stream＂ is well-known scholars to explore the development of higher education theory,＂the political stream＂ is the party concern the fair,＂the policy window＂ is the financial crisis broke out and the suggestions of TANG Min couple.Enrollment policies introduced to promote the education fair,and to promote the development of higher education,but with the same time,it also brings a series of problems.Every department should take effective measures to pay more attention to the efficiency and quality. |
