| 摘 要： | 家电下乡政策是一项重大的支农惠农政策.本文运用比较研究和分类研究的方法,基于对该政策支农惠农目标的评估,分析研究家电下乡政策实施的效率与公平性.研究结果表明:家电下乡有效提升了农村家电消费整体水平,但在消费阶段及城乡差距方面仍存在诸多问题；农村家电产品结构逐步优化,但其发展仍相对滞后；“三个体系”的作用得到初步发挥,并一定程度上体现了公平性；政策调动了中低收入农民的消费积极性,缩小了其与高收入群体的差距；不同地区受到收入及政策的双重影响不同,对政策的反应也各不相同.进一步推进家电下乡的顺利开展,需深入推进家电下乡政策,不断提高政策效率；分人群、分地区有针对性的推进政策实施,不断改善政策的公平性.
