京津冀碳足迹演变趋势与驱动机制研究

摘    要:采用2007年和2010年中国30省区市区域间投入产出表和分省市分行业碳排放数据,构建多区域投入产出—结构分解分析(MRIO-SDA)模型测度京津冀碳足迹的演变趋势及影响因素。结果表明:京津冀碳足迹整体呈现增加的趋势,但北京处于人均碳足迹和碳足迹强度下降阶段,天津和河北处于碳足迹总量和人均碳足迹增加、碳足迹强度下降阶段;北京和天津是隐含碳净调入地区,河北是隐含碳净调出地区;人口增长、人均消费量增加和消费结构变化是京津冀碳足迹增加的主要驱动因素,但技术进步和生产结构变化部分抑制了碳足迹的增加。在京津冀协同发展背景下,京津冀减排政策的制定不能一刀切,应统一规划、综合评价、协调治理。

The Carbon Footprint's Trends and Its Drivers in Beijing-Tianjin-Hebei Region
Abstract:Using China 30 provinces interregional input-output table and industrial carbon emissions data in 2007 and 2010, this paper builds a multiregional inputoutput-structural decomposition analysis (MRIO-SDA)model to estimate the trends of carbon footprint in Beijing-Tianjin-Hebei region and its drivers. The results show that:the carbon footprint in Beijing-Tian-jin-Hebei region increases. Beijing,Tianjin and Hebei are in different development stages:Beijing's total carbon footprint increases,whereas its per capita carbon footprint and carbon footprint intensity declines;the total carbon footprint and per capita carbon footprint increase in Tianjin,whereas their carbon footprint intensity decline. Beijing and Tianjin are net car-bon inflowers,whereas Hebei is net carbon outflower. The growth of population,the changes of per capita consumption and consumption structure are the major drivers in Beijing,Tianjin and Hebeis carbon footprint increases,but technological ad-vances and changes in production structure partially inhibited the increase of carbon footprints. Under the background of co-ordinated development,Beijing,Tianjin and Hebei should plan,evaluate,control emissions coordinately.
