| 摘 要： | 文章对理性在科技政策制定中的作用进行了全面的考察,指出人类的理性存在诸多局限性,因而以理性为基础的政策制定也不可避免地存在缺失与局限,进而批评了目前在政策制定中普遍存在的理性建构主义的主张,认为只有正确认识人类的理性才能在当前的形势下制定出符合实际的科技政策。

| Abstract: | The paper checks the function of reason in making science and technology policy in detail, points out there are many limitations in human's reason and there esists fault and limitation to make policy on base of human's reason. The paper criticizes rationalist constructivism in process of making policy which generally exists in China at present. In order to make correct policy of science and technology which accord with China's situation we should recheck idea of reason of human. |
