| 摘 要： | 进城务工人员的举家迁移所造成的随迁子女在城市就学困难的问题是近年来中国城市发展、和谐社会建设和义务教育事业所共同面临的重大难题,政府在过去十余年间为解决这一难题采取过多种政策方案,取得可喜成就,但也存在不少问题。结合对南京市教育行政部门、教师以及随迁子女家长的调研,近年来相关政策在制定、执行、实施效果等方面出现了新变化,如政策执行困难、公办学校容纳能力有限、教育事业人力资源紧缺、优质教育资源难以惠及随迁子女等,要解决这些问题可采取以下措施：一是转变观念,逐步打破各类＂入学门槛＂;二是改革现行的教师编制管理制度;三是建立多部门协同的社会支持系统;四是开发流动人口服务管理综合信息系统;五是施行随迁子女家长教育。

| Abstract: | It has been a major problem for the offspring of migrant workers to receive education in their resident cities. In spite of the efforts of the government in the past ten odd years to solve this problem, many aspects still wait to be improved. An investigation of the education administrative department in Nanjing, teachers and migrant workers shows that new problems have occurred in recent years in the formulation, implementation and effects of the policies in question, such as the failure in carrying out the policies, the limited capacity of public schools, the shortage of educational human resources and the unavailability of high-quality educational resources to migrant children, and so on. To solve these problems the following measures can be taken： First, various kinds of ＂entry threshold＂ of school registration should be broken down; Second, the current teacher registering system should be reformed; Third, a multi-sector collaborative social support system should be established; Fourth, an information system should be developed of migrant population; Fifth, the migrant workers should be well-informed of the education-related knowledge. |
