| 摘 要： | 受教育权是每个公民都应该享有的权利。平等的受教育权是实现人的社会平等的一个重要方面，它是一种伦理要求。基础教育作为个人未来生存与发展的基础，应满足每个人的基本学习需要，为所有的儿童提供学习机会。在正义原则的指导下平等地扩大每个人的发晨机会，有利于建设公正、和平和民主的社会。

| Abstract: | Every citizen should have the same right for education, which is one of the important aspects if achieving slid equality and moral principles. Being the base for an individual's survival and development, elementary education should meet the basic needs of an individual and offer all children education. It does good to developing a fair, peaceful and democratic society on the fairness principle that every individual gets the same right for education. |
