| 摘 要： | 卡特时期人权成为美国外交的核心和灵魂,但它并没能实现美国外交的战略目标即扭转美苏较量的劣势。“卡特主义”的提出和里根上台后的第一任期则使美国外交转到现实主义轨道上来。里根第一任后期开始重新发动人权攻势。里根政府的“人权外交”不同于卡特时期,它是以军事优势为基础,且为美国外交增加了“道义”力量,是对卡特“人权外交”的继承和超越。

| Abstract: | The human rights adopted in Carter's term have become the nuleus and soul of American diplomacy but they failed to attain the strategic aims of American diplomacy, that it, bettering in vain the inferior situation of the United States in Russian-American compition. Although Carterism had been widely accepted ever since its intnduction, Reagon managed to turn American diplomacy to a realistic track in the first term when he took office. However, in the late days of his first term, Reagon re-launched his Campaign of human rights. His "human rights diplomacy", nonetheless, differed from Carter's for Reagon based his diplomatic actions on military advantages and added ..moral" force to American diplomacy, which meant a succession and transcendence of Carter's "Human Rights Diplomacy". |
