| 摘 要： | 河北省环首都绿色经济圈建设面临着京津冀区域经济一体化、首都经济圈纳入国家＂十二五＂规划等新的重大历史机遇。系统规划滞后、对外开放滞后、增长模式滞后、城镇化水平滞后是环首都绿色经济圈建设面临的主要问题。没有形成真正意义上的＂京冀联盟＂,是环首都绿色经济圈建设的主要障碍,主要体现在发展理念、体制机制和诉求矛盾等方面的制约。环首都绿色经济圈建设应充分考虑北京正在外溢的产业及人群特点,努力互补而非竞争,实现与北京的全方位对接,把产业隆起、开放开发、特色城镇、生态建设作为环首都绿色经济圈建设的重点,加强区域间的协调联动。

| Abstract: | The construction of the green economic ring circling the capital of PRC in Hebei province faces the great historical opportunity of the economic integration of Beijing-Tianjin-Hebei region and the capital economic circle is included in the national 12th Five-Year Plan.Sys-tem planning lag,opening lag,the pattern of growth lag,the level of urbanization lag is the main problem facing by the construction of the green economic ring circling the capital of PRC.No forming a real sense of Beijing-Hebei Union is the main obstacle that mainly embodied in the constraints of the concept of development,the contradictions of institutional mechanisms and the demands and Etc.The construction of the green economic ring circling the capital of PRC should take full account of the industry and population characteristics that Beijing is spillover-ing,to complement each other rather than compete,to be full range of docking with Beijing,to focus on the industrial uplift,open de-velopment,characteristic urban,ecological construction,to strengthen coordination of inter-regional. |
