| 摘 要： | 在现代社会保障制度中,政府充当着极其重要的角色。世界各国社会保障制度模式的差异归根结底是由于政府所起作用不同所致。政府在社会保障中的作用是一个变量,在不同的时期有不同的作用机制。现阶段我国处于深刻的社会转型过程中,政府在社会保障中责任“越位”与“缺位”并存,亟需对立法、财政资金、制度安排等方面责任重新进行考量与整合,健全和完善社会保障制度,实现社会公平,构建和谐社会。

| Abstract: | Government plays a vital role in modern social assurance system.China is in the process of deep social transformation at present,and the government's responsibility in social assurance cannot be reasonably satisfactorily carried out.Thus it is time that the government's responsibility in legislation,finance,policy-making be reanalyzed and integrated to realize social justice and construct harmonious society. |
