| 摘 要： | 生产力决定生产关系,生产关系的变革必须适应生产力的性质及发展水平,这是马克思主义的一条基本 原理。中小企业发展政策的制定和创新也必须要以是否有利于中小企业生产力发展作为标准。重新审视我国中小 企业发展政策的演变历程,对不同时期中小企业发展政策进行比较分析,有利于我国当前的中小企业发展政策创 新。
