| 摘 要： | 《治安管理处罚条例》是公安机关对违反治安管理行为进行处罚所依据的一部重要的法律，在从它实施到现在将近20年的时间里，我国社会生活的各个方面都发生了巨大变化，该法如今已呈现出许多不适的问题，因此，其修改势在必行。
