贵州少数民族地区人才资源开发评价指标体系设计

摘    要:贵州少数民族地区人才资源开发是一个复杂的系统,破解贵州少数民族地区人才资源开发的瓶颈,需要采用综合的、多元的对策措施。笔者曾运用区域经济政策理论与系统论,探索性地构建了贵州少数民族地区人才资源开发的对策系统,将众多对策措施归纳为认知、机制、运行、预警等对策子系统。为了更好地跟踪、评价、预控贵州少数民族地区人才资源开发的整个过程,提高开发效益,本文探索地研究了贵州少数民族地区人才资源开发的预控工具。依据社会再生产原理,从规模、结构、效益三个方面设计了贵州少数民族地区人才资源开发的指标体系,包括3个一级指标,15个二级指标,36个三级指标,也为后续研究奠定了基础。

Design of Index System Evaluation for Talent Resources Development in Minority Area in Guizhou

Abstract:Guizhou has a complex system of talent resources development in its minority areas. In order to crack such a bottleneck, we need integrated and diversified measures. The author adapted regional economic policy theory and system theory to build the system for talent resource development, which includes many cognitive measures, mechanisms, oper- ation and early warning system and other countermeasures. In order to better follow - up, evaluation, pre - control of the talent resources in minority areas of Cuizhou, to enhance its development effectiveness, this article studied to explore the pre -control tools for the talent resource development. Based on the principles of social reproduction, it also designs the index system from three aspects: size, structure, and benefit, in which 3 Level One indicators, 15 Level Two, and 36 Level Three are included, and makes contribution to the follow-up research.
