| 摘 要： | 自从1996年国务院提出“全民健身工程”的概念之后,全面健身在全社会掀起了一股热潮,然而20多年过去了,全民健身这项公益事业的规模和水平还远未满足人民群众的要求,因此,今天人们又重新提出构建全民健身服务体系的新思路。全民健身对于政府来说是一项重要的公益事业,政府投入全民健身工程建设应以社会效益为其关注点。全民健身又是一个拥有庞大市场的商机,企业参与全民健身服务体系建设则应在公益法规之下获取有限的公益利益。平衡政府与企业间的利益才能真正使政府资金和民间资本协调配合,促使全民健身服务体系快速完善地构建起来。

| Abstract: | Since the state council put forward the concept of "nationwide fitness program" in 1996, comprehensive fitness has created an upsurge in the whole society. However, 20 years later, the scale and level of the nationwide public welfare undertaking is far from satisfying the masses. Therefore, people today reintroduced new ideas for building a nationwide fitness service system National fitness is an important public welfare undertaking for the government. The government should pay attention to social benefits when it invests in the construction of national fitness project. National fitness is also a business opportunity with a huge market. Enterprises participating in the construction of national fitness service system should obtain limited public interest under public welfare laws and regulations. Only by balancing the interests between the government and enterprises can the government funds and private capital be coordinated and coordinated, and the national fitness service system be constructed rapidly and perfectly.National fitness is an important public welfare undertaking for the government. |
