| 摘 要： | 从经济学视角分析了彩票的内涵及其特征,认为彩票具有准公共产品的特性,并基于准公共产品治理理论提出了彩票治理对策,该治理模式在维持现有相关机构的同时,通过划分两大机构发行彩票类型,避免了目前存在的系列问题.研究对于丰富彩票的理论研究和治理改革具有一定的现实意义.
