| 摘 要： | 运用问卷调查法、访谈法等研究方法，对部分职业俱乐部经理、教练、部分体育经纪人及国家体育总局的官员进行了问卷调查和访谈，对我国体育经纪人的立法系统进行了构建。研究结果表明，我国体育经纪人的立法系统可以构建为：立法组织系统和法规系统两个子系统。其中立法组织系统包括：国家体育总局和国家工商行政管理局、项目管理中心或单项协会、省市体育局和省市工商局、体育经纪人行业协会。法规系统包括：中华人民共和国体育法、经纪人管理办法、体育经纪人协会管理规范、体育经营市场法规四个辅助法规和国家体育经纪人管理法规、地方体育经纪人管理法规、项目体育经纪人管理法规三个主体法规。

| Abstract: | By means of questionnaires,interviews,etc.,the authors have investigated and interviewed a number of professional club managers,coaches,sports agents and officials from the national sports bureau with the purpose of establishing a legal system for the sports agents in China.Study indicates that the following two legal sub-systems in China can be established:the managing legal system and the regulation system.The managing legal system may include the National Sports Bureau,the National Bureau of Industry and Administration,the Project Management Center or a council,sports bureaus and industrial and trade bureaus at a provincial level or a municipal level and associations for sports agents.The regulation system may include four auxiliary regulations of the Sports Law of People's Republic of China,administrative rules for agents,administrative regulations for associations of sports agents and the market regulations for sports business,and three major regulations of the national administrative regulations for sports agents,the local administrative regulations for sports agents and project administrative regulations for sports agents. |
