| 摘 要： | 系统分析我国彩票业市场竞争状况以及管制情况,认为监管机构的不独立、彩票玩法雷同以及发行机构的低效运营是制约我国彩票业发展的主要问题,在深入分析原因的基础上,提出建立独立的监管机构、合理划分2大机构发行彩票类型,以及建立激励机制提高发行部门效率的政策建议,对于规范彩票市场行为、促进彩票业发展具有一定的理论和现实意义。
