| 摘 要： | 在公共政策议程建构方面,媒体具有大众议程的设置功能。媒体通过信息发布、舆论宣传引发公众对公共问题的关注,提供公众围绕公共问题而讨论的平台,便于公共问题进入政府的政策议程,从而使公众议程上升为政府议程,转化成政府实际的政策、法律,成为政府实际的政策输出。

| Abstract: | In the process of the construction of the public policy agenda,the media has the public agenda setting function.Media not only has aroused public concern about public issues through information dissemination and media publicity,but also has provided public discussion platform surrounding public issues to facilitate public issues into the government's policy agenda,so that the public agenda can be changed into actual government policy,law,and finally the actual output of the government policy. |
