| 摘 要： | 竞技体育与群众体育的协调发展是我国体育事业健康发展的重要保证,两者发展的不同位序是顺应不同时代需求和体现发展策略的不同路径选择,且因应形势的转变赋予了不同的内涵外延和治理模式。本文采用文献资料法、专家访谈法等对中国推进公共体育服务均等化进程进行梳理,对群众体育和竞技体育之间的关系进行比较探讨,进而驳斥主流论调中表达的群众体育与竞技体育是一对矛盾的观点。提出了构建群众体育与竞技体育共生的治理模式:因地制宜、平衡地域特色,助推二者均衡发展;多元合作、敦促组织互补,寻求二者协调发展;精准评估、建立双向监评体系,促进二者规范发展。

| Abstract: | The coordinated development of competitive sports and mass sports is an important guarantee for the healthy development of sports in our country,and the different order of their development is the choice of different paths that conform to the needs of different times and embody the development strategy,and give different connotation extension and governance mode according to the change of situation.This paper uses the literature method,expert interview method and so on to comb the process of promoting the equalization of public sports services in China,compare and discuss the relationship between mass sports and competitive sports,and then refute the view that mass sports and competitive sports are a pair of contradictions expressed in the mainstream argument.This paper puts forward the governance model of constructing the symbioticism of mass sports and competitive sports:according to local conditions and balanced regional characteristics,and promote the balanced development of both.pluralistic cooperation,urge organizations to complement each other,and seek the coordinated development of them;Accurate evaluation,the establishment of a two-way monitoring system to promote the development of the two norms. |
