| 摘 要： | 从体育经济学和体育管理学的视域出发，对公共财政、公共体育产品、公共体育服务的概念与内涵进行阐述。遵循层次递进的逻辑思维定式，探寻三个概念之间内在联系，从探讨现行公共体育财政制度对体育经济的制约作用为前提，分别对公共体育产品非政府供给和强化公共体育服务两个层面进行分析，以此推动政府管理体育模式的变革，进而完善我国体育体制。

| Abstract: | From field of view of sports economics and sports management, have discussed conception and meaning of public finance,public sports products and public sports service. To follow logic thinking formulary level progressive, to seek internal connection of three conceptions, and to take function what the current public finance system restrict with sports economics as premise,respectively analyse on two aspects which non - government supplying model of public sports products and diversification tendency of public sports service supply model, and to push transformation of government management sports model, in order to improve Chinese sports system. |
