| 摘 要： | 中国农村土地制度是稳定农村的最主要因素,在建国后的三十多年里,它变动了四次。这里有农民和政府对 土地效能追求的正当性,但也表现出政府公权力行使的不科学性。在“三农”问题凸显的今天,土地制度再次成了关注 的对象。在寻找突围之道时,农民应是主体,政府则应退居其后,仅提供智力支持与服务。

| Abstract: | Chinese countryside land system is the main factor to stabilize countryside.It had been changed for four times in thirties years since the foundation of P.R.C. It was mainly because peasants and government pursued land efficiency lawfully, but it also appeared unscientific in government public power.Today, the " Three Peasants' Problems" has emerged, land system becomes the concerned object again.During the process of looking for the resolving way, peasants should be main body, government should follow it and only provide intelligence supporting and service. |
