| 摘 要： | 公民的体育权利是公共体育服务建设的理论基点和终极目标,公共体育服务体系则是公民体育权利的实现方式和有效途径。公民参与是实现民主和维护公民体育利益的重要工具,它不仅有助于公民表达自己的体育需求,而且也是公民自我教育的重要方式和公民能力提高的重要手段。在阐释公共体育服务、公民参与的涵义以及公民参与的可行性、必要性的基础上,探讨公民体育权利与公共体育服务事业的法律保障问题,提出了公共体育服务体系中公民参与的宏观条件和具体路径。

| Abstract: | The sports right of civilian is the deep base of theory and the ultimate aim of Public Sports Service System.Public Sports Service System is the effective method to realize the sports right of civilian.It is the essential tool to realize democracy and maintain the benefit for the civil participation,which not only can the civilians express the rising need for sports,but is the important ways of self-education.This article introduces the definitions of Public Sports Service System,civil participation,the feasibility and necessity of civil participation and inquire into the legal support of the sports right of civilian and public sports service. |
