| 摘 要： | 当前我国农村公共体育资源配置并不理想,存在资源配置不到位、不均衡和资源浪费等诸多问题。在此基础上,就归因分析及其优化路径进行了探讨和研究,提出：重塑科学政绩观,重构政绩考核指标体系;根据受益原则,推行农村公共体育资源配置成本的分担与补偿机制;改变错误认知,＂代农民立言＂,重构农村公共体育资源配置利益表达机制;提高管理水平,完善监督机制,保证农村公共体育资源配置的使用效益;关注长远效益、社会收益,农村体育资源配置不能仅局限在体育的生物性功能上。

| Abstract: | The current physical resources of rural public primary resource allocation is in place,and waste of resources of non-equilibrium three questions.On this basis,the paper attributed to configure benefit analysis and configuration path was also discussed and studied.Proposed： the allocation of resources of rural public sports,to even a small number in the same basis of inputs must return more to do： First,the allocation of resources in rural areas as the government public sports an important indicator of performance evaluation;Second,to strengthen public financial transfer payment system in rural areas of improvement and management;3,according to the principle of benefit,the implementation of rural sports to share the cost of public resource allocation and compensation mechanisms;4,publicity and mobilization,peasants and the error in sports awareness and improve the interests of rural sports expression mechanism of public resources. |
