| 摘 要： | 举国体制是我国特定的政治、经济、化背景下的产物，它为我国运动水平的提高发挥了巨大作用，同时也产生了一些负面影响。在市场经济条件下应赋予其新的时代内涵，使之不断的完善。其完善的实质是促进体育体制的改革和运行机制的转换，实现由原举国体制向新型举国体制的转变，关键是处理好政府和市场、奥运项目和非奥运项目、全运会和奥运会、目标的一致性和多元利益主体的关系。

| Abstract: | The whole nation system is a specific politic outcome in our country,and it is an economical and cultural product.It has played an important role for our country's sports level enhancement.However,it also has some negative influences.Under the market economy condition,some connotations should be entrusted in new time.During the process of perfect,the essence is to promote the transformation of sports system reform and operation mechanism,and the transfer from original whole nation system to the new whole nation system.The key is to handle well the relations between the government and the market,the Olympic Games project and the non-Olympic Games project,the National Games and the Olympic Games,and the goal uniformity and multi-benefits main body. |
