| 摘 要： | 对我国由体育大国向体育强国迈进的时代背景和要求进行了详细分析，进一步明晰了体育强国的内涵，指出全面建设体育强国的目标在于：到2020年基本建成体育强国的工作体系和业务构架，初步实现中国体育的现代化；到本世纪中叶全面完成体育强国的建设任务，全面实现中国体育的现代化。为此，全面建设体育强国的任务主要有以下几方面：1）全面完成中国特色体育发展道路的创建工作，为世界体育发展提供中国经验；2）全面建成以人为本、融入国民、积极健康生活方式的群众体育工作体系；3）全面建设基础扎实、发展均衡、核心表现突出的竞技体育新格局；4）全面打造实力雄厚、门类齐全、具有国际影响力的体育产业；5）全面建设充满活力、独具魅力的中华体育文化；6）全面提升中国体育的国际影响力。在此基础上，提出了全面推进体育强国发展战略必须把握好的关键点和策略。
