| 摘 要： | 供给侧改革是我国体育公共服务事业发展的必然趋势。供给侧结构性改革着眼于提高供给质量，以改革为路径推进供给结构调整与完善。面对体育公共服务供给良善发展面临的价值冲突，政府需要公平有效地将公共体育服务资源进行分配，同时还要兼顾不同领域、不同地方、不同角度和不同利益之间的公正协调。善治理念基于不同领域和方面的价值权衡问题，强化多元主体参与对体育治理措施，和体育秩序稳定的状态共识的达成，同时也推进体育公共服务在供给侧结构优化过程的法制化。因而对我国公共体育服务的供给侧改革，应当深入政府、市场和社会机制的协作，完善规范体育公共服务的法律制度，强化满足并创造需求的创新机制。

Supply-side Reform of Public Sport Service Based on Good Governance |

| Abstract: | Supply-side reform becomes the inexorable trend for the development of public sports service in China. The sup-ply-side reform focus on improvement on the quality of provision,and prompts the structural regulation and perfection with the path of reform. Confronting the value conflict while attempting to develop the service supply of public sport service with goodness,the government have to fairly and effectively distribute the related resources,as well as coordinating and giving consideration to different areas,districts,aspects and benefits. The good governance idea strengthens the multiple subject participation on sports governance,attempting to reach the consensus on certain selections on governance,coupled with ad-vancing the legalization for optimization procedure on related supply-side reform on public sport reform on account of value balancing from distinct fields and aspects. In conclusion,the supply-side reform of public sport service should penetrate on the cooperation among government,market and society,perfect the legal systems on regulating public sports service and in-tensifying the innovation on the satisfying and creating new requirements. |
