| 摘 要： | 领导和组织体育事业是政府的一项基本职能.适应转轨时期,面向市场经济,研究政府发展体育事业的职能及职责界定显得极为迫切.为此,通过分析新的时代背景下政府体育管理职能转变的紧迫性、必要性和可能性,认识政府在体育事业中的作用和功能,界定政府在体育事业发展中的职能及职责,为政府体育行政部门的体制改革提供现实思路和政策选择依据. |
