| 摘 要： | 彩票机构要承担和履行更多的社会责任,发扬彩票发行的正面影响、遏制负面影响,其中很重要的一点就是对问题彩民、潜在问题彩民进行有效的甄别与救助.研究初步制定出了适合我国国情的问题彩民甄别量表,通过对5个城市的调查较全面地了解了我国体育彩票问题彩民的现状,并在调查基础上提出了对策建议:完善体育彩票游戏规则;加大体育彩票公益宣传力度;加强对彩民购彩的正确引导;构建彩民救助机制. |
