| 摘 要： | 对近20年涉及学校体育的主要法规、政策文件,按学生体质、体育课、课外体育活动、体育安全、运动训练、体育比赛、体育教师、体育设施等8个方面进行收集和梳理.认为:第一,我国学校体育法规、政策出台是应各时期学校体育发展的需要；第二,我国学校体育法规、政策的指导性强,对化解学校体育发展中的矛盾与问题发挥了重要的导向作用；第三,我国学校体育法规政策在指导学校体育工作中尚有局限性,各级学校在执行中的随意性较大.解决方案为:第一,通过提高法规政策的预警能力和可操作性,进一步完善我国学校体育法规、政策体系；第二,通过推行法规、政策落实“问责制”与强化执行监督机制,提升执行力.
