| 摘 要： | 彩票是一种特殊权力凭证,它的实质是一种收入的再分配,是属于社会财富的第三次分配.通过分析彩票的特殊管理性、中奖的概率性、参与面广、娱乐性、公益性特点和彩票参与者多是弱势群体、对社会财富的优化配置有一定影响、容易诱发多种彩票发行和负面社会影响等制约因素,指出应当理性发展彩票业,首次提出了设计针对中高收入群体的特色彩票、对彩票发行范围进行限制的建议,并提出正面宣传彩票作用和进行彩票立法等建议.

| Abstract: | Lottery is a special power bill,and its essence is a kind of second distribution of income.It belongs to the third distribution of social fortune.The main characteristics of the lottery can be summarized as follows: special management,probability of obtaining prize,participating widely,recreation and public welfare as well as the restriction factors,such as most of participator are disadvantaged groups,influence on the optimize configuration of social fortune,easily leading to issue many kinds of lotteries and negative social influence.Based on the above analysis,this paper demonstrates that lottery should be rationally developed,this paper points out special lottery should be designed for the people with medium or high incomes,the sales of lottery in certain field should be restricted.It is also proposed to advertise profitable function of lottery and making lottery law. |
